 It would be nice to be able to add and delete a given number of restarts
 to each simulation when using job chaining.  For example,

         sim add-restarts <sim name> 4

 would add 4 restarts to the chain for a given simulation.
 Correspondingly, sim del-restarts would delete a given number.  You could
 also think about adding restarts by total walltime.  i.e. say "add 4 days
 of runtime" and it would calculate the number of restarts from the
 walltime of the existing job.
