Summary:     WeylScal4: Remove unused and deprecated ADMConstraints thorn

The ADMConstraints thorn was being activated, but the results were not
used.  Since ADMConstraints is no longer in the ET thornlist, this thorn
was not being tested. Tests still pass with this change.
