Summary:     TOVSolver: remove dependence on GRHydro's rho_central parameter

this removes the possibility of using GRHydro's GRHydro_rho_central
instead of TOV_Rho_Central. Parameter files that did so by setting
TOV_Rho_Central to 0.0 will now fail since 0.0 is no longer in the
allowed range.
