this avoids compile time issues with gfortran 10 does checks consistent
use of arguments to functions

  LAPACK: use bash_utils.sh to search for library

search for a pkg-package name lapack, lapack-openblas, lapack-atlas,
lapack-netlib in this order since on Debian systems "lapack" is the user
chosen prefered alternative
