  TEMP: backfill versioned docs for 1.5.1, 1.5.2, 1.6.0

Repurpose the push-triggered Document workflow on this throwaway branch to
rebuild and deploy the documentation for past releases whose
gh-pages/<version>/ directory was never created (the Publish job died at the
PyPI step before deploying docs). Builds each tag in a matrix and deploys to
gh-pages/<version>/ only; the gh-pages root is untouched. Do not merge.
