Comment:

 I propose that the administrative overhead of this is simply too high for
 the person-power we have available.  Ultimately it would be better to
 rebrand the ET TRAC under something else - we talked about "Open Science
 Toolkits" etc.  Closing as WONTFIX.  Reopen if you disagree.
