 list-simulations does not distinguish between active and inactive
 simulations. Only active simulations have a current restart.

 Also, a simulation can never be "HELD", since this indicates a
 presubmitted restart (and is not a simulation state).

 If a simulation has no valid restarts, then it is simply inactive, and a
 restart was never submitted. The message "skipping" sounds as if there was
 a problem, but there is none.
