Comment (by hinder):

 Is there a good reason not to require bash?  If you set SHELL = /bin/bash,
 make will use bash.  Is there really a system that we need to target these
 days that does not have bash installed?  If we can assume bash, we don't
 have to worry about conforming to sh features.
