 Build documentation by default

 If the documentation fails to build, this will be counted as a build
 failure of the configuration, and the automatic tests will not be run.
 Since we would like the tests to run even if the docs fail to build, I
 would like to be able to build the code and docs separately, and do this
 in the test script.
