Comment (by hinder):

 What is the advantage of using CACTUS_CONFIGS_DIR over having a symlink?
 The only reason I can think of it to support systems without symlinks,
 such as Windows, or to allow you to have the source tree on a shared read-
 only filesystem.  Should the feature be documented and supported?
