 I believe that the ADMBase timelevel parameter should be steerable.
 Reducing the number of active timelevels upon recovery is safe.

 I suggest to recommend this as remedy -- modify ADMBase, and then change
 ADMBase:: metric_timelevels to 2. In the future,
 ADMBase::metric_timelevels should be steerable upon recovery.
