 the attached patch adds options similar to MPI's options of the same name
 to LAPACK. They are useful when using the C interface and requiring access
 to the include file since the LAPACK included in mkl (like MPI) has "non-
 standard" directory layout. Also historically LAPACK_DIR specifies
 /usr/lib whereas eg. HDF5_DIR or GSL_DIR specify /usr . The patch does not
 change this later behaviour.
