Comment (by hinder):

 I disagree.  The test system chooses the number of processes to launch and
 calls the given mpirun command to do so.  There is nothing that says we
 have to run the "right" number of processes for the number of cores and
 threads that we have.  I agree that this would be a very nice thing to
 have.  I think it is much more user-friendly than just not running some
 tests.
