Comment:

 I just realise that these patches were wrong. They have the effect that
 e.g. not setting MPI_DIR and setting MPI_DIR=NO_BUILD have exactly the
 same meaning. This does not make sense. In particular, setting
 MPI_DIR=NO_BUILD will still build MPI.
