 For the tarball the requirements are smaller as far as extra software is
 concerned. With the ExternalLibraries all that is really needed is a C/C++
 and Fortran compiler (beyond what a vanilla Linux distribution seems to
 install these days, see the simplified tutorial

 docs/Simplified_Tutorial_for_New_Users), even MPI can be build by Cactus.
