 {{{-U__STRICT_ANSI__}}} is already there in CPPFLAGS. Why does it need to
 be added to CFLAGS and CXXFLAGS as well?

 If there are e.g. utilities that use CFLAGS without CPPFLAGS, then their
 build instructions should be updated.
