Comment (by hinder):

 It is presented through the wiki (docs.einsteintoolkit.org) along with all
 the other release information.  I think it is hosted on the web server
 because it is a dynamic PHP script, which presumably wouldn't work on the
 wiki.  I agree that these things should be given more prominence on the
 main website; I'm just explaining the reason it is the way it is
 currently.
