 At the moment, Cactus builds the reference BLAS if it doesn't find a
 system BLAS. Instead, it should build OpenBLAS. Building Atlas is more
 complicated since Atlas auto-tunes, which also takes a long time. OpenBLAS
 does not need this, and is apparently also faster than Atlas. (I don't
 know what this means in practice.)
