 This patch changes the parameter file so that variables can only be set
 once. Cyclic assignments and multiple assignments are now errors. This
 change will temporarily break the TestPar test, which violates the new
 rules.

 In addition, this patch fixes a serious and previously undiscovered bug
 which caused unary operations to change the contents of the parameter they
 were applied to.
