 Fine with me. I have added the additional changes I had in mind to a
 branch https://bitbucket.org/rhaas80/cactusutils/branch/watchdog the first
 of the two new commits in there shows what I meant by using CCTK_INFO, the
 second writes a heartbeat file.

 For now, please apply as is.
