 This can be achieved by setting up using BitBucket's
 [https://confluence.atlassian.com/bitbucket/manage-webhooks-735643732.html
 webhooks] to POST to a URL whenever there is a pull request. We would need
 to create a script on the ET web server that receives these and sends an
 email to the list.
