 I think it's better to require new users to create an account, so that we
 can see who made each change.  If the process of creating an account is
 relatively frictionless, I think that's fine.  i.e. like the shopping
 sites that just ask you for an email address and password at the end of
 the checkout procedure, not the ones that force you to jump through
 several "account creation" pages.
