 We now (after a period of allowing anonymous changes) request that users
 create an external CCT account like this (which is better than before but
 still not ideal):
 >  Please request an external LSU account from someone at cct.lsu.edu to be
 able to interact with trac.

 In the medium term we want to move away from a self-hosted instance.
