<p>Ok, I am leaning towards chalking this up to your institution trying to hard to protect you or github refusing to talk to a proxy.
The connection refused error is definitely different from what an incompatible OpenSSL library produces (that one says "SSL handshake failed: SSL error: tlsv1 alert protocol version").
I am closing this for good.</p>
