<p>Fixed as part of <a href="https://bitbucket.org/einsteintoolkit/tickets/issues/1923/make-utils-and-simfactory-ignore-hwloc" rel="nofollow" title="make utils and simfactory ignore HWLOC=BUILD and try to copy hwloc executables from /usr/bin" class="ap-connect-link"><s>#1923</s></a> which ensures that each ExternalLibraries provides recipes for its own utilities only as described in <a data-is-external-link="true" href="https://bitbucket.org/einsteintoolkit/tickets/issues/1923/make-utils-and-simfactory-ignore-hwloc#comment-54910576" rel="nofollow">https://bitbucket.org/einsteintoolkit/tickets/issues/1923/make-utils-and-simfactory-ignore-hwloc#comment-54910576</a>.</p>
