[Users] Patch: Support wide boundaries in ML_ADMConstraints

Support arbitrarily wide boundaries in ML_ADMConstraints and ML_ADMQuantities.

The constraints and ADM quantities cannot be calculated on the boundary.  This boundary may be wider than one grid point.

Also, the code needs to be regenerated.
