[Users] Patch: Add CactusTest arrangement to Einstein Toolkit

The CactusTest arrangement contains many thorns that test various features of Cactus.  The don't contain code to be used in production runs, but contain code that uses these features, and contains the respective test cases.  I suggest to add it to our manifest, so that our testing procedure includes these tests as well.
