[Users] WeylScal4 testsuite

Hi,

I would like to remove thorn LocalReduce from the ActiveThorns line of  
the WeylScal4 test suites.  It is not required and the tests pass  
without it.  Any objections?

[We don't use LocalReduce, and the WeylScal4 test suite was not being  
run with our thornlist because LocalReduce was not available.]
