[Users] upcoming release

This is a bit late I admit, but is there interest in providing a link to
tar ball of a release checkout (ie the result of GetComponents ... &&
tar cz Cactus) on the website? This would make download easier for new
users and offer a more familiar way of downloading software. Since the
release hardly ever changes (and we include the version control
metadata) users would loose no functionality compared to the
GetComponents method. I have had at least one user report where this was
suggested.
