Efficient Fortran arguments using Cray pointers:
* verify that all compilers offer them (eg. IBM which preliminary
research shows do)
* consider leaving old method in as a fallback if Cray pointers are not
supported
* if we want to include them in the next release, add implementation of
them right now rather than waiting until shortly before the release
