[Users] Compiling ET Using PGI

Thanks, I was able to get past the CCTK errors with some additional flags
regarding fortran and c.
The ones I've been getting at the moment though relate to the last output
file i included.

Roland pointed out that I may be using an incorrect flag to include the
c++11 standards so I'll review that as well. I also attached my config file
in case that helps.
