This is just a guess, but we have had occasional issues with GitHub
and Bitbucket blocking access due to too many accesses quickly in a row
(which can easily happen on a shared machine or if your home
institution uses NAT translation and has only a single outgoing
internet host [eg to conserve IP addresses or filter content). Could
you try if adding --no-parallel helps?
./GetComponents --no-parallel https://bitbucket.org/einsteintoolkit/manifest/raw/ET_2023_05/einsteintoolkit.th
which will download items one after the other and thus is less likely
to trigger any such issue?
