There are two document roots, one for 443 and one for 80. The one on
port 80 is set to do the meta-refresh below.<br>
<p>The problem is, when the server first comes up, everything works.
Only after it's been up for a while does it decide to use the
wrong DocumentRoot. Not sure why that should be.<br>
