#1829: ExternalLibraries/MPI: increase verbosity when 'export VERBOSE=yes' is set

MPI no longer uses a bash based detection script. The current one (detect.pl) does look at VERBOSE but ignores the setting. The code was present in the very first commit introducing the perl code ee23cc93ec728624bb5396fa5f2626f3ce95b310 . There's a Trace module in Perl that would do the trick: https://perl.plover.com/Trace/ and a pull request using it is here: https://github.com/EinsteinToolkit/ExternalLibraries-MPI/pull/1
