Reverted in git hash 658f953 "Revert "hwloc: build both shared and static libraries"" of ExternalLibraries-hwloc since it causes build failures and the workaround outlined in https://bitbucket.org/einsteintoolkit/tickets/issues/1717/hwloc-lnuma-lltdl-really-required#comment-58734699 seems quite bad.
