suggests that google doesn't differentiate between video and audio-only
calls, so the limit is 10 regardless (or 15 for a business account).

It's also 15 for education accounts <https://support.google.com/a/answer/6065029>, which the ET call could presumably use.  And the call can be broadcast on Hangouts On Air <https://support.google.com/plus/answer/2553119> so that additional people can listen in (but not participate).
