Summary:     IllinoisGRMHD: Inside impose_speed_limit_output_u0(), impose the GAMMA_SPEED_LIMIT ceiling on the relativistic Gamma factor.
               Before this patch, no Gamma speed limit was imposed and only superluminal velocities would be corrected.
               This patch brings the behavior of this routine into consistency with the conserv_to_prims routines, where
               the maximum allowed relativistic Gamma factor is GAMMA_SPEED_LIMIT.
