Comment (by hinder):

 As in Ticket #217, it would be nice if the default behaviour was more
 intuitive, and the functionality for allowing the file to be included even
 if it doesn't exist could be enabled by an additional keyword.

 In any case, the behaviour should be documented in the user guide.  I can
 add that documentation if we decide that we don't want to change things.
