 Restart log files contain many lines like

 [LOG:2011-01-27 16:35:05] Restart log for simulation empty-
 requin-2011.01.27-15.
 21.30 created/opened with restart id 0, long restart id 0000

 There should only be a log entry if the restart (or simulation) is
 modified. If an operation only examines the restart state, there should be
 no log entry.
