Comment:

 I read about how to change the initial state of tickets, but it seems that
 trac assumes that tickets always start as 'new'. Now, in theory it could
 be internally immediately changed to 'review', but I don't have the time
 to hack trac like this, nor do any of my students. I don't think there is
 an easy way around this, nor interest within the trac community itself
 (because it was asked by others already but nothing changed apparently).
 Thus, I can only close this with wontfix.
