 Sometimes a ticket is created with a patch already available for review.
 Currently, it is necessary to first create the ticket with the attachment,
 then edit the created ticket and change its status to "review".  This
 leads to two separate email notifications.  If possible, the system should
 be changed to allow the ticket to be created already in the "review"
 state.
