Comment (by rhaas):

 Cleaned up the patch and added code to output the number of MPI processes
 used for a test if it is not the user specified default.

 We should also rename the $nprocs_required and $nprocs_available variable
 names to something more in line with what we (now) do. Maybe
 $nprocs_requested_by_test and $nprocs_requested_by_user .
