 The libraries build by ExternalLibraries live (by default) in the configs
 subdirectory. A "make clean" will wipe them out, leaving an unusable
 executable. This must be avoided.

 If you place ExternalLibraries results somewhere else, then there is no
 need to make them static. One can continue to use the library's default
 setting.
