 I have data from a simulation that ran approximately 9x slower than
 baseline--however, I have tried to replicate this result without success,
 as subsequent runs saw no difference between KMP_AFFINITY being exported
 in the runscript or not.  So for now, I suspect there is some other factor
 involved, or perhaps some sort of temporary issue with stampede.  Either
 way, the issue seems to be unrelated after all.
