Comment:

 Given the proximity of a release, and that this is not a regression (was
 the case also in older releases), I propose to leave it as is for now.

 After the release I propose to open the possibility to have the build
 scripts (build.sh) overwrite/set Cactus build variables, specifically
 HWLOC_LIBS in this case, but also others if need be (as detect.sh). The
 "only" issue I see with this is that it would need to be done in a way
 that parallel builds still work.
