 The libraries will only be rebuilt if the CST stage runs. You can trigger
 this manually (make *-rebuild), or by touching one of the ccl files.

 "done" is not a file in the current directory; does this work with make?

 If "do_build" doesn't exist, wouldn't the rule trigger all the time?
