Comment (by diener):

 In order to turn off NoExcision, I had to change the spin of the black
 hole from a=0.8 to a=0.0 in order to not get NaN's in the constraint near
 the horizon. However, doing that still showed a significant difference in
 the constraints (both Hamiltonian and momentum) between -O1 and -O2
 optimization executables. So, I don't think the issue can be blamed on
 NoExcision.
