[Users] still cannot update CVS repositories from outside LSU

I am still unable to *update* CVS repositories from outside LSU (works 
from is.cct.lsu.edu).

Bruno: since you are also "outside LSU", could you confirm this (cvs 
update in arrangements/LSUThorns/QuasiLocalMeasures), please? Just to 
make sure it is not a GT issue.
