[Users] New parallel HDF5 API proposed

I think this is only a proposal at the moment. I think HDF 1.10 is
currently under development -- maybe it'll make it in there, maybe
it'll be 1.12. I'm not following HDF5 development, but Werner Benger
does, maybe he knows.
