Hi Frank,
   I've been going through the paper this weekend, fixing some of the
details like the three definitions of rho, etc.  Have we decided to submit
it to CQG?  If so, I've got some style files and related packages to
produce the suggested format.  It definitely changes the look of the
references a bit.  If we have decided to publish there, I'll commit
everything tomorrow night after I get a chance to read through the tests
section.
